COU/001024/23 – Change of use of timber storage site and adjacent land to site providing accommodation.

Ty Hir, Ffordd Glyndwr, Nercwys, Mold, Flintshire, CH7 4AU. This application is a resubmission of planning application FUL/000161/23 for the site made during the first half of 2023 and subsequently refused

planning consent. As a result of refusal for the development the applicant’s agent, WSP, has since been in contact with FCC’s Planning Department and, following consultation, has submitted information as to overcoming the reasons that would warrant a positive outcome for the proposed development now being granted planning consent.

The Clwyd Branch having only raised concerns on three matters rather than objecting to the application FUL/000161/23, it is considered that these matters would not now be of relevance as regards the applicant being successful with this latest submission.  I have therefore decided not to submit any comment on this current application.

SCR/001052/23  –  Use of site for an asphalt plant, concrete plant, RAP (reclaimed asphalt pavement} processing, highway maintenance equipment, parking and general storage. Associated Wire Products, Hendre Mine, Rhydymwyn, Mold, Flintshire, CH7 5QD.

This is a request for a screening opinion as to whether an EIA is required to accompany a full planning application for the proposed development. A decision made by the LPA on the 06-01-24 is that no EIA will be required. No detailed information is provided about the proposed development at this stage, but the proposal might result in potential phosphate contamination of the R. Dee SAC, waste development issues, affect  a nearby ancient woodland site, a mineral buffer zone re Hendre Quarry and buildings of local interest.

A planning application is now awaited in order for the proposed development to be fully assessed with regard to any adverse impacts upon the surrounding rural area.

Flintshire DNS Applications.

There is no change to the Flintshire DNS applications listed in the Minutes of the last Clwyd Branch meeting held on the 16^th November 2023.
